Playing the Game
As Kevin notes with the case of Bush and the CAFE rules, it’s a common tactic (by both sides, though the republicans seem better at it) to introduce a bill which contain hard core ideological elements, and a few ‘got gotcha’ elements OR toss in a few ideological amendments to a bill you know the other side is desperate to pass.
Here, the GOP footmen are wailing about how Bush is trying to improve fuel economy, only to be blocked by the evil Dems. Of course, when you look at the proposal, you find that:
- Bush relieves congress of the oversight burden, granting it in the Executive
- The actual plan is weaker than Erkle with a stomach flu.
