Perhaps not expecting the outrage over his adoption statement, McCain has attempted to qualify it, by saying he is opposed to the practice, but does not want Federal Legislation outlawing the practice:

"John McCain could have been clearer in the interview in stating that his position on gay adoption is that it is a state issue. ... He was not endorsing any federal legislation," a campaign statement said.
